Ghana, in addition to climate-related policies, strategies and plans has developed a National Energy Transition Framework (2022) subsequently leading to the development of the Ghana Energy Transition and Investment Plan (GETIP, 2023). This plan comes with some critical implications, which this paper seeks to highlight with the aim of contributing or informing the decision-making processes. Part 1 of this paper will focus on the historical data/information on Ghana’s crude oil production and usage as well as an underlining controversy

The AfDB’s Country Focus Report (CFR) are policies that seek to accelerate African countries' economic growth and build resilience to shocks. They provide governments and potential investors with up-to-date, accurate data to inform policy and investment decisions. This paper raises some observations from the bank’s 2022 CFR for Ghana, which primarily focuses on climate resilience (agriculture), just energy transition and climate finance. Ghana government has indicated plans to establish a “2 x 350MW Supercritical Coal Fired Power Plant” which represents the first phase of the development which is to be further expanded either by a 4×350MW (or 2×600MW). This project arguably shall derail the Paris Climate Agreement. This publication (PART 1) analyses the Scoping Report and provides feedback on the Community Entry Exercise conducted in the community where the plant is to be sited.
